Compliance with the Aarhus Convention

This article examines political, legal and institutional barriers to compliance with the Aarhus Convention in Denmark and Estonia. The impact of Estonia's candidacy for accession to the Europen Union and Denmark's traditionally progressive stance toward democracy are explored. Implementation of public participation at the local level and access to justice are identified as particular challenges to compliance.
