II. Implementation

9. Policy, legal and institutional context

Reportnet 3 supports environmental and climate reporting obligations arising from EU legislation and international agreements. The platform acts as a key technical infrastructure enabling compliance with these reporting requirements.

The platform is developed and operated by the European Environment Agency in close cooperation with the EEA member and cooperating countries, Eionet organisations, and European Commission services, including DG Environment, DG Climate Action, and DG Energy.

Key stakeholders include national reporting authorities, European institutions, and EEA thematic experts. Expected benefits include simpler and more harmonised reporting processes, improved data quality through automated checkes, reduced administrative burden, and better access to environmental information for policy development.

User needs were identified through structured consultations with reporting countries, EEA experts and Commission services. These needs were documented and used to guide the design and development of the platform. Ongoing feedback is supported through help documentation, guidance materials, and user support channels.

Reportnet 3 is built using modern digital technologies and a modular, service-based architecture. This allows the platform to scale over time, support increasing data volumes, and adapt to evolving reporting requirements while ensuring security and reliability.

 

III. Evaluation

14. Results

Reportnet 3 is operational and supports a growing number of environmental and climate reporting dataflows. An initial beta version became available in 2019, followed by phased releases into production in 2020. The platform continues to expand as additional reporting obligations are onboarded.

The platform streamlines reporting processes by automating data validation, improving consistency across submissions, and supporting larger and more complex datasets. This results in more efficient reporting for countries and improved data handling for European institutions.
