The toolkit is aimed at researchers and practitioners who wish to communicate to policymakers or make their knowledge accessible and understandable to a wider audience. The tools are grouped under four broad headings: 'Planning', 'Packaging', 'Targeting' and 'Monitoring'. They include the 'Gilbert Email Manifesto' on effective use of this medium with websites to reach targeted audiences.
