The OECD programme on Public Management and Governance (PUMA) studies how governments organise and manage the public sector. In the context of its activity on "Strengthening Government-Citizen Connections" PUMA looks at how Member countries are developing information and consultation mechanisms that encourage the active participation of citizens in considering and setting public policies. It explores the methods and tools, including in particular the use of information technolgies, to achieve these aims, as well as approaches to evaluating their effectiveness. Its aim is to support government efforts to strengthen public participation, transparency and democratic accountability, and ultimately, policy effectiveness.
