Recommendation of the Committee of Ministers to member states on access to official documents

Council of Europe Member states should guarantee the right of everyone to have access, on request, to official documents held by public authorities. The recommendation addresses requests for access to official documents, possible limitiations on such requests, processing of requests, forms of access, charges, review procedures and information made public at the initiative of public authorities. The recommendation was adopted by the Committee of Ministers on 21 February 2002 at the 784th meeting of the Ministers' Deputies.
