RCRA Public Participation Manual

The Resource Conservation and Recovery Act (RCRA) gave USEPA the authority to control hazardous waste from the "cradle-to-grave." This manual provides a practical "how-to" guide on activities that can be used to enhance public involvement and strengthen the partnerships among all stakeholders in the RCRA permitting process. The manual clearly describes the many public participation activities required by federal RCRA permitting regulations.
