Power and empowerment – The involvement of civil society

The agenda of the 2007 Council of Europe Forum for the Future of Democracy focuses on the possibility of, and the obstacles preventing, the involvement of civil society. How to encourage, and guarantee equal opportunities to the establishment of NGOs? How to reach equal access to decision bodies and close the gap between citizens and decision-makers?
