The report calls for the notion of 'public participation' to be put aside in favour of what its authors call 'participatory planning'. The report calls for experiments in using third parties to 'pre-mediate' the preparation of plans through brokering agreements between a range of stakeholders. Engagement and negotiation are at the heart of the participatory planning process, and the research draws on examples from around the world to show innovative ways to do this.
