This article sets forth a series of arguments in favor of Russia’s entrance into the UNECE Aarhus Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters. Although the Convention would not fundamentally alter Russian law on the right to information, in the author's view it would represent a major step by Russia toward establishing itself within the international community of democratic states and harmonizing law with the European Union.
