Internet Under Surveillance 2004: Obstacles to the free flow of information online

Reporters Without Borders defends the right to inform the public and to be informed, in accordance with Article 19 of the Universal Declaration of Human Rights. To measure the access of a country's inhabitants to information and communication technology, this series of country reports includes data on Internet users, average connection charges, and the Digital Access Index, a measure devised by the International Telecommunications Union.
