This Framework and Action Plan for Capacity-Building for the Effective Implementation of the Cartagena Protocol on Biosafety was adopted in 2012 by the sixth meeting of the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety to facilitate the implementation of the capacity-building components of the Strategic Plan of the Cartagena Protocol on Biosafety (2011-2020).The Framework and Action Plan is designed to serve both as a reference or guidance document and as a plan of action on capacity-building for the implementation of the Protocol. It sets out the overall vision, objectives and scope of capacity-building under the Protocol, including the priority of focal areas for capacity-building and provides a general conceptual and operational framework for capacity-building, including the guiding principles, approaches and strategic steps that Parties, other Governments and relevant organizations could use or apply in designing and implementing their own capacity-building interventions. The Action Plan component includes an indicative list of activities to be implemented, as appropriate, by Parties, other Governments and relevant organizations at the international, regional, and national levels to contribute to capacity-building for the effective implementation of the Protocol in a strategic and focused manner.
