This in-depth assessment of the environmental and security situation in the Ferghana valley was released on the occasion of the Second Meeting of the Parties to the Aarhus Convention, in Almaty, Kazakhstan, 25-27 May 2005. The role the environment plays in causing or resolving conflict is highlighted by the report. Carried out in close collaboration with the countries of Kyrgyzstan, Tajikistan and Uzbekistan, the report identifies several ‘clusters’ of environment-security issues, including water rights and industrial activities where pollution crosses borders. The Environment and Security Initiative (ENVSEC) is a partnership between the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP), and the Organization for Security and Cooperation in Europe (OSCE) in association with the ‘Security through Science’ programme of the North Atlantic Treaty Organization (NATO).
