An e-Governance Framework: What have we learned about success?

Presentation by Dr. Jerry Mechling of Harvard University to the Second Facilitation Meeting on Implementing WSIS Outcomes Related to Action Lines C1, C7e-Gov, and C11, held in Geneva, Switzerland, on 24 May 2007. The presentation addresses what Information Technology does for governance, productivity, equity and transparency of decision-making. It reviews what has been learned in the "access" phase and suggests digital societies are entering the "cross-boundary transformation" phase of development.
