The Declaration of the Heads of States of the Special Summit of the Americas, which was held in Monterrey, Nuevo Leon, Mexico, in Janaury 2004. In the Declaration, OAS Member States recognize, inter alia, the value of enhancing equitable citizen participation in the sustainable development of their societies and the promotion of affordable access to information and communication technologies.
