This article reports on implementation of Serbia's Access to Information Act, three months after its adoption in November 2004. The author finds that the Act is off to a slow start and NGOs--as well as the newly-appointed commissioner in charge of the act--have complained about implementation of the law. The anti-corruption group Transparentnost Srbija (Transparency Serbia), it reports, performed a test of Serbian institutions at all levels of government, following a one-month deadline to allow for the election of officials in charge of implementing the new law and found "a lack of readiness to implement the law."
