Baltic 21 is a regional multi-stakeholder process for sustainable development initiated by the Prime Ministers from the eleven member states of the Council of the Baltic Sea States (CBSS). The Baltic 21 progress reports of 2000 and 2003, based on over 100 indicators, examine progress made in the implementation of the Baltic 21 Action Programme. The Baltic 21 Policy and Strategy and Baltic 21 Mandate, issued in 2004, are responses to lessons learned during the first five years of the process of sustainable development in the Baltic Sea Region.
