This website provides news, documents and case studies on local and regional legislation developed in line with the principles of the UNECE Aarhus Convention; technologies to enhance participation in urban planning, forest management, Environmental Impact Assessment and other areas; and training courses and manuals for NGOs and citizens. A special feature of the site is the Index of Public Participation Development in Russia, calculated monthly since June 2004. The Index was presented at the fourth meeting of Aarhus Convention Task Force on Electronic Information Tools in November 2005.
