Comment on the Moldovan Draft Law on Transparency in the Decision Making Process

This Comment is intended by its authors to assist decision-makers and the working group on the Draft Law on Transparency in the Decision Making Process (Draft Law). The authors consider the Draft Law to be a strong initiative in support of implementing access to information and participation in the operations of public authorities. This Comment seeks to help ensure that the Draft Law is, as far as possible, inaccordance with international standards on the right of freedom of expression andcomparative national best practice. It outlines a number of recommendations to inform debate around the current draft and help strengthen future versions.
