UNEP Governing Council adopts guideline on compliance with and enforcement of multilateral environmental agreements (MEAs)

This paper by the UNEP Director of Environmental Policy Implementation focuses on the guidelines adopted by the UNEP Governing Council in 2002. The guidelines seek to engage countries through a menu ofoptions for strengthening implementation of MEAs and enforcement of national laws, regulations and policies. The paper addresses enhancing compliance with MEAsthrough institutional improvements, enhanced organizational co-ordination, strengthenednational environmental implementation and enforcement mechanisms, capacity buildingand training.
