Spain: The Platform Against the Contamination of Almendralejo requires the Integrated Environmental Authorisation of the Balboa refinery.

"Althought these statements were made, the Government of Extremadura did not issue the Integrated Environmental Authorisation because the Ministry of Environment had not responded to the appeal for reversal of the promoter and the Ministry of Industry could not close the project because the regional government had not issued the mandatory AAI.
