In this context, the Ministry of Health held a national-level coordinating role with regard to the management of bathing water and is always the ministry responsible for sending monitoring data to the European Commission.
Directive 76/160/EEC will be repealed with effect from 31/12/2014 and by the end of the 2015 bathing season all European states should classify bathing waters in accordance with the requirements of the new Directive, implemented in Italy by Legislative Decree 116 of 30/05/2008 and implemented by the Ministerial Decree of 30/03/2010, which defines the criteria for bathing prohibition.
The key points of the Directive 2006/7/EC are: identification of the most significant parameters for the health risk, in view of the epidemiological studies of the WHO; transition from monitoring to integrated quality management; consistency with the Water Framework Directive 2000/60/EC and other directives related environmental (urban wastewater and nitrates); availability of better and more rapid spread thanks to new technologies such as the Internet and geo-referenced information systems; improvement and expansion of the processes of participation (Aarhus Convention).
They are the Harp or regional technical structures responsible for monitoring that load analysis on the portal of the ministry. In case of malfunction alert the mayor and the Ministry of Health, the mayor, in fact, issue an order in this case and sends it immediately to the Ministry of Health in order to make visible the citizen the quality of bathing water.
At the end of the bathing season are completed the five reports to be sent to the EU by the Regions, validated on the website of the ministry that sends to the EC by December 31 of each year of the five national reports and then verifies the assessment by the European Commission. Between May / June there will be the publication of the report and of the national report. From this year, you can make the first classification with monitoring data, carried out since 2010 according to the criteria of Directive 2006/7/EC (4 years).
As an information tool the Ministry of Health has developed the "Portal Waters", easily accessible and searchable by city. Through a georeferenced map (as you mention in the Directive) it is possible to know the state of health of the municipality of residence or the place where you want to spend your holidays. Already the 2013 season is available an application of the Water Portal of the Ministry of Health for mobile devices, you can use certain features of the device, so, for example, the geolocation feature to find the bathing areas closer to the geographic location of the device.
