Aarhus capacity-building coordination group shares initiatives, looks for strategic collaborations

Representatives of 10 international and regional organizations and networks shared information on their capacity-building initiatives aimed at strengthening implementation of the Aarhus Convention, at a meeting of the Convention's Capacity-building Coordination partners, held on 27 November 2008, in Geneva. The event provided an opportunity to exchange views on how to implement the recently adopted Strategic Plan (2009-2014) and to propose further capacity-building initiatives.

Representatives from the United Nations Institute for Training and Research (UNITAR), the Regional Environmental Center - Russia on behalf of the EU Tacis Central Asia Project on the Aarhus Convention, and the Regional Environmental Center for Central Asia (CAREC) spoke about new projects to develop Pollutant Release and Transfer Registers (PRTR) in the Central Asian region. The Regional Environmental Center for Central and Eastern Europe (REC) stressed the need for furthering capacity-building in the Western Balkans.

The Organization for Security and Cooperation in Europe (OSCE) presented plans for launching new Public Environmental Information ("Aarhus") Centres in the Central Asian Republics of Kyrgyzstan and Tajikistan. A regional "Aarhus" centre is also planned in Kazakhstan which would focus on the Caspian Sea Basin.  

The Aarhus Convention secretariat proposed to hold a capacity-building workshop on electronic public participation and the Clearinghouse Mechanism in 2009. It said it was responding to a request made during the third meeting of the Parties for such an event and the strengthening of interest in South Eastern Europe (SEE) in the use of eTools to achieves the objectives of the Convention. The idea to hold a SEE workshop will be discussed at the upcoming 7th meeting of the Task on Electronic Information Tools, on 11-12 December 2008, in Geneva.
