NEPA: What Needs Fixing, What Doesn’t, And How Would You Fix It?

Since its passage in 1970, the National Environmental Policy Act (NEPA) has been a leading tool for analyzing the impacts of proposed federal agency decisions and providing the affected public a say in those decisions. This report covers the polilcy debate between the Act's defenders, critics and would-be reformers, both within Congress and from the perspectives of civil society and the business community.
