The Millennium Challenge Account is a mechanism by which U.S. development assistance is provided to those countries that are judged to rule justly, invest in their people, and encourage economic freedom, according to an index of indicators. The Ruling Justly category's indicators are drawn from Freedom House and the World Bank Institute, and are meant to measure a country’s commitment to political and human rights and democratic governance and to assess the overall performance of the government in executing its responsibilities.
