How to apply to a court to protect our environmental rights

Everybody has right to apply to court in order to protect his/her rights. Though, in the cases where the libellee is an administrative agency, prior to applying to a court, one should exercise the one-time mechanism of complaining to the higher administrative agency. Otherwise, the court will not accept the action.
