Lord Justice Jackson, a judge at the Court of Appeal of England and Wales, reviewed the costs of civil litigation in the UK. In his report, he recommends to adapt the “Aarhus Rules” and extend them to all judicial review claims. The "Aarhus Rules" are based on the Aarhus Convention and limit recoverable costs in environmental cases.
