The second edition of the draft guidance is the product of the indicators project conducted by the INECE. INECE is a partnershipamong government and non-government compliance and enforcement practitioners from more than 120 countries, bringing together developed, transition and developing economies. The document provides guidance to environmental compliance andenforcement practitioners for identifying, implementing and using enforcement and compliance indicators concentrated on the performance of environmentalenforcement and compliance programs. This edition adds information on: the purposes of performance measurement and the relationship of performance indicators to program goals and objectives (in Section I); the use of indicators to support benchmarking and organizational reportcards (in Section V and Appendices D and E); examples of qualitative indicators for ECE programs (in Appendix F); and examples of performance indicators from the United States Environmental Protection Agency (U.S. EPA) (in Appendix G).
