Protect, Respect and Remedy: a Framework for Business and Human Rights

Report of the Special Representative of the Secretary-General on the issue of human rights and transnational corporations and other business enterprises, John Ruggie. The report was scheduled to be considered by the United Nations Human Rights Council at its eighth session (2-13 June 2008). The framework comprises three core principles: the State duty to protect against human rights abuses by third parties, including business; the corporate responsibility to respect human rights; and the need for more effective access to remedies. Chapter IV of the Report on Access to Remedies discusses of the role of State-based non-judicial mechanisms, multi-stakeholder initiatives and NGOs, among other remedies, and the need for improved information flows to fill the gaps in access.
