This executive summary introduces the process engaged in by an NGO charged with drafting a chapter on public participation as a contribution to development of a National Environmental Health Action Plan (NEHAP). In all, five regional seminars were organised throughout Ukraine by local organisations or branches of national networks which formed an organising coalition to co-ordinate the project. 700 participants eventually made inputs to the draft NEHAP. The full report reflects the importance of the public participation issue for Ukraine as an Newly Independent State, analyses different chapters of the NEHAP and evaluates the changes that have been made in them due to the consultation process.
