Vietnam: Law on access to information

The Vietnamese “Law on International Treaties”, concerning access to information and being introduced by the Ministry of Public Security, has passed the National Assembly.
According to the new law, access to information is one of the fundamental rights of human beings, as citizens' civil rights group-politics have already been recognized in the UN’s Universal Declaration of Human Rights in 1948 and the International Covenant on civil and political rights in 1966.
In Vietnam, the Constitution defined the right to information as a basic right of citizens for the first time in 1992.
In that, the new law is concretizing the Constitution, to build and perfect a legal system in accordance with the principles of the rule of law, and encourage the process of economic reform and international integration.
