The former British MP John Hemming filed a complaint to a UN committee concerning a dispute with the Birmingham City Council. Two years ago, Mr. Hemming had asked the City Council to clear garden waste, which was illegally dumped in several constituencies. Before resorting to the UN committee, he took legal action in British Courts amounting to legal costs of around £30,000 but was unsuccessful. The UN committee has now agreed to consider the case under the terms of the Aarhus Convention, an international treaty relating to environmental issues.
