The Upper Tribunal in the UK decided that private water and sewage companies are public authorities for the purposes of the Environmental Information Regulations 2004 by the virtue of the special powers they possess. Therefore, they are obliged to disclose environmental information they hold in line with the provisions of the Aarhus Convention.
