Kazakhstan: If you get rich, then in eco-tourism!

As it is known, is now in full swing development project to build ski resort Kok Zhailau. The resort will include ski slopes, cable cars, hotels, restaurants, shopping and entertainment venues. Construction is scheduled on the territory of Ile-Alatau National Park. However, environmentalists and experts point out that this is contrary to the requirements of the legislation of the Republic of Kazakhstan and international conventions.

National Park, in their opinion, was created to preserve and restore the unique natural complexes of the Trans-Ili Alatau of special ecological, historical, scientific, aesthetic and recreational values. A construction would lead to irreversible environmental degradation not only in the tract Kok Zhailau and most national park, but in the city of Almaty.

The public also opposes building Tracts Kok Zhailau. To date has collected more than 10.5 thousand signatures in his support, periodically hold flash mobs. June 30 and July 1 in the Dutch city of Maastricht took fifth meeting of the Parties to the Aarhus Convention, to discuss the project and the ski resort of Kok-Zhailau.

- Sergei, what caused you to file a lawsuit against the department of tourism?

- I believe that the Department of Tourism of the city of Almaty violates my rights by not providing environmental information, such as a feasibility study for the construction of the resort. Back in February, I and the Ecological Society "Green Salvation" sent a request to the management, in April, we were told that this information does not fall under the definition of environmental information and cannot be provided.

But there is a solution of the Compliance Committee of the Aarhus Convention, which Kazakhstan has signed, which states that the information is environmental. That is, our public authorities ignored the committee's decision.

- What was discussed at the meeting of the Parties to the Aarhus Convention in Maastricht?

- Was an alternative report "Green Salvation" on the situation in Kazakhstan with the implementation of the Aarhus Convention, which is sharply at odds with the official report, was submitted to the secretariat of the Committee. If we follow the logic of our officials who prepared it, it turns out that, despite some negative aspects as a whole in the construction of Kok-Zhailau all good.

However, in the report "Green Salvation" is painted on items that all three components of the Convention or broken, or does not work in Kazakhstan. In the campaign for the Kok-Zhailau as in a mirror, all the problems associated with the implementation of the Aarhus Convention in the country.

- Returning to the report of Society "Green Salvation", which is still referred to in his report to the Compliance Committee of the Aarhus Convention?

- On justice, that Kazakhstan has no chance of winning a lawsuit against the government or a large company, because there is no justice in the country. There is in fact legal opinion that the judicial system in the Soviet Union was more rightly than the one that exists today in Kazakhstan.

- And the Compliance Committee of the Aarhus Convention have leverage on the power?

- The Committee shall make a decision just as it complied or failed to comply with ... Kazakhstan three times already carried a warning of the failure of the Aarhus Convention. But things are there.
