Many citizens and people in France, Europe and around the world are wondering more about the relevance of pharaonic projects related to the production or transportation infrastructure of people, goods, energy (dams, nuclear power plants), raw materials (mines) or "goods" manufactured, resorts, sports or business ...
Ignoring the consequences for the populations concerned, environmental and climate-induced damage on the finiteness of the world, political and multinational citizens claim to sell the equipment on behalf of the "attractiveness of the territory" or "development". Faced with this growing pressure, the networking of numerous local struggles began to develop.
Movement developing
Local opposition to many of these projects have a long history, but what is new is the highlight of their common features and networking struggles and alternatives. Thus different groups have initiated a collective reflection, first around the railway, which led to the Charter of Hendaye in January 2010.
The issue of new LGV is placed there: in addition to their monstrous costs, they rend and destroy territories for gains of a few tens of minutes at the expense of maintenance and service to regional lines meet, they, as needed local populations
The first European Forum Useless against the Grands Projets (GPI) was held in Venaus, Italy, in August 2011, on the initiative of No-Tav (opposition LGV Lyon-Turin), opening thematic Transport, beyond the rail. A delegation of Notre Dame des Landes responded to the invitation of Italian friends, who have 'passed the torch' us.
The second Forum, Notre Dame des Landes in July 2012, has exceeded the transport theme, incorporating the issue of energy or touristic and commercial facilities such as the draft of EuroVegas in Spain. The term "Imposed" is then added to the description, and the "Grands Projets Unnecessary Imposed" become GPII, name more often repeated.
Since then, other meetings were held in Florence in November 2012, the World Social Forum in Tunis in March 2013, the Action Gran Navi Venice (against the entry of large vessels in the lagoon, they ravage ), 3rd Forum against the GPII at Stuttgart in late July 2013 -> 4282].
The adoption of different texts mark the progress of our common reflection
- The charter of Hendaye (23 January 2010)
Dedicated to the railroad, bringing together representatives of associations (Italy, France, Spain), written after analyzing the different damage, it points out the common characteristics of projects: ecological disaster, abandonment of existing tracks, lies, denial of democracy. It affirms the desire to create a European opposition and calls European Commission, European Parliament and governments to stop work and open a real public debate at European level on the transport model, planning and society.
- The final text of the Second Forum GPII against the Notre Dame des Landes (10 August 2012)
"Gathered to identify, list, combat major projects that we recognize unnecessary, wasteful of public funds and socially unjust, environmentally destructive or dangerous, and excluding the populations of the decision ... "Participants affirm their desire to" explain and widely popularize this concept, and the concrete means of communication, sharing experiences, developing common expertise. "
- Charter Tunis
It reiterates the findings, deepening the analysis of the situation, "the liberal economic system that dominates the world is in deep crisis ... the same mechanisms that the most indebted poor countries since the end of direct colonization are now also used in Western countries." It suggests ways to "search for solutions:
· maintenance and optimization of existing infrastructure;
· the profound transformation of economic and social model now in deep crisis, by including the proximity and the relocation of the economy, the protection of agricultural land, energy economy and transition to renewable energy decentralized priorities;
· the return of the ability to make decisions for people ...
· new relationships between peoples in the south and north, relations of solidarity definitively break with the logic of domination and imperialism. "
- Finally, the final declaration of Stuttgart in July 2013.
After the recall of earlier texts, she reaffirms "the commitment to strengthen the links between the various opposition movements at national and international level, including those from other continents. They say they will be present in the debates for the next European elections. They call today opposition movements, the entire political class and civil society to enforce all the provisions of the European Convention on Human Rights, as well, they call for the signature requirement Decrees implementing the Aarhus Convention. Now they have decided to meet for a 4th Forum against the Unnecessary and Imposed Projects taking place in Rosia Montana, Romania , from 1 to 4 May 2014. "
A network for the convergence of struggles
Despite many similarities between projects and resistors, mobilizations are necessarily marked by local news, actors are varied ... In this sense, structures 'vertical' (trade unions, political parties, NGOs big ...) are irrelevant and it is the need for networking that is needed.
Meet opponents and the Finnish EPR Flamanville, opponents LGV northern Basque country (French side) and south makes sense. Networking allows us to share and help each other on the different forms of struggle: "Seek conflicts of interest ... and you'll see, you'll find ... "Whispers have friends opposition Lyon Turin to other struggles that had not necessarily explored this track ... and we could multiply the examples.
Provided this does not exempt us from finding local solidarity (workers and peasants unions, associations), in particular on employment issues.
Switch control sufficiently upstream of a project is recognized by all as a necessary condition for conducting winnable battles, all of which will benefit.
December 8: 3rd European Day against the GPII (Great Unnecessary Projects Imposed)
A formal network visibility is holding (now European but also beyond) days of actions at the same time.
For the opposition to airport project Notre Dame des Landes, dozens of points visibility and intervention are provided for the day of December 8, particularly in Britain . It is no longer a secret, they concern areas 'around' the roads. Interested persons are encouraged to consult their nearest Committee ( card list and contact details ).
Other groups organize events (CADE, No Tav ...).
Refresh map GPII
Finally, this day is an opportunity to call for updating the map GPII.
This card, started by Nicolas H. (Member of Attac and the Aitec ) is an early (large) work, the need to update and maintain.
We invite you to consult the card (for example from this link ) and send your GPII and enrich.
Strengthen our global network!
This requires the movement of millions of people ... and you!
