Denmark: The Municipality of Copenhagen's ambigious role in the EIA for Enghave Brygge

A complaint against the local plan and EIA for Enghave Brygge, designating 35,000sqm water area land to be turned into 10 housing islands, and 30,000sqm more to be excavated for canals and docks, was rejected by the majority of the Nature and Environmental Appeal Board.
The author criticizes the Municipality of Copenhagen being in the same time initiator of the project and builder (via ownership of City & Port) while the overall authority for EIA and current applications from landowners in connection with the construction process.
