At its Third Summit, meeting in Warsaw 17 May 2005, the Council of Europe has issued a declaration stating that "creating sustainable communities … can only be achieved through the active involvement of citizens and civil society." The Council also committed to intensifying its efforts to maintain and develop effective, transparent and accountable democratic institutions through the newly established Forum for the Future of Democracy. The Forum is a place to promote Aarhus principles and environmental democracy in a wider context.
