Bulgaria ratifies GMO Amendment

On 30 April 2007, Bulgaria's ratification the Amendment to the Aarhus Convention dealing with decision-making on genetically modified organisms took effect.  At the second meeting of the Parties to Convention (Almaty, Kazakhstan, 25-27 May 2005), the Parties adopted the Amendment to the Convention on public participation in decisions on the deliberate release into the environment and placing on the market of genetically modified organisms (decision II/1). Bulgaria is the third Party to the Amendment, following earlier ratifications by Denmark and Luxembourg. 

Amendements to the Convention (other than those to its annexes) enter into force ninety days after receipt of notification of ratification by at least three-fourths of these Parties, in accordance with article 14 of the Convention. The question whether the three-fourths ratio applies to the number of Parties at the time of the Amendment's adoption (27 May 2005) or to the number of Parties at the present time is under review. Since 2005, the number of Parties to the Convention has increased from 35 to 41.
