Guidance Manual on Environmentally Sound Management of Waste

The Guidance Manual for the Implementation of the OECD Recommendation C(2004)100on Environmentally Sound Management(ESM) of Waste, prepared by the Working Group on Waste Prevention and Recycling, is addressed to governments and waste treatment facilities. Chapter 6 provides an overview of international agreements on waste management and related European Union legislation, including Integrated Pollution Prevention and Control (IPPC) Directive. Recommendation 3 of the Guidance provides a definition of "Best Available Techniques" (BAT).
