Germany: "Financial muzzle" for citizens?

Investor Lorenz Eskildsen is now planning another plant - 30,000 Biohennen - in Langburkersdorf to the track mountain road. The other hand, have long agitated resistance. A citizens' initiative, collaborate in the inhabitants and associations, is active. The victims, among others are also involved in the local branch of the BUND against the planned factory farming.

Plans for the construction of the farm there since 2011. Having now the green light to the planning application came from the District Office, which issued the mission control approval, the People's anger boils up. The citizens are convinced that the impairments caused by air pollution (Bohemian wind), faeces odors and pollutants were not considered sufficiently purged. The city wants to fight back against the decision and has appealed. The location - close to the school and on the hillside - was not chosen correctly. "We do not have any decision," said city spokeswoman Sarina. Even citizens appealed against the authorization granted a contradiction. The District Office has now informed individual opposition leaders that a contradiction fees of up to 5,000 euros are expected to be a significant administrative burden.

"According to the logic of the district office, the cost of an appeal shall be the higher, the better this is justified because the check good arguments requires much time. We are stunned. Before it was ideological, today there are financial muzzles, which one wants to defeat us. We do not like this," tells local group chairman of BUND Saxony, Susanne Jentsch. A protest letter was personally addressed to the Authority and the district administration. Also, those who have filed objections despite cost threat, further supported.

"We will not be deterred by such intimidation of necessary legal disputes concerning the facility," said Susanne Jentsch. "Unfortunately, we experience it often happens that authorities threaten committed citizens with horrendous costs if they wish to exercise their rights or for accessing documents. That after the Aarhus convention for all German authorities, there is a prohibition on levying dissuasive costs, is not all authorities familiar," explains Volker short by BUND Saxony.
