This manual is a supplement to “Chapter 2: Assessing Environmental Issues and SettingPriorities” of the Guide to Implementing Local Environmental Action Programs in Central and Eastern Europe (2000). It provides exercises to help answer questions about how to select, define and characterise a community’s environmental issues and get assessments started. The appendix includes sample assessments for use as templates.
