Ukraine’s President Petro Poroshenko vetoed a bill which is supposed to establish legal and organisational arrangements of environmental impact assessment, ensuring Ukraine’s compliance with the obligations under the Convention on Environmental Impact Assessment in a Transboundary Context (Espoo Convention) and the UNECE Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (Aarhus Convention). Various agricultural associations had asked him to do so because some of its provisions do not comply with the principle of legal certainty. They claim that the bill would make the majority of companies engaged in poultry farming and cattle breeding to suspend operations until they receive the environmental impact conclusions, and does thus not provide a transparent mechanism.
