During his speech S.Donskoy informed about the development of the PA system. Currently in Russia there are about 12 thousand PAs at different levels and categories. The most valuable natural complexes and objects represented in the system of federal protected areas. It's 102 state nature reserves, 45 national parks and 70 federal reserves.
Now for the second reading in the State Duma has drafted amendments to the law on protected areas. An efficient system of natural heritage, work continues on the equipment reserves and national parks of modern transport and fire-fighting equipment, communication means. In addition, the Russian government adopted a series of laws, the implementation of which would build on the PA field of ecological tourism.
The minister recalled that the Presidential Decree 2013 was declared the Year of Environmental Protection: "In this regard, environmental safety and protection of the environment, which the Ministry has always paid special attention to, acquire special significance."
S.Donskoy noted that over the last decade, GDP growth at multiple key indicators of emissions, discharges of pollutants, waste a whole remained stable. Minister paid special attention to the fact that 60% of the population lives in Russia, where the quality of the environment is poor. Annual economic losses due to environmental degradation of the order of 4-6% of GDP.
S.Donskoy informed about the activities of the Ministry in the field of ecology. In particular, an effective tool to reduce the effects of a state environmental oversight.
Is held annually from 17 to 19 thousand inspections to prevent, detect and eliminate illegal dumping of municipal solid waste (MSW) in the subjects of Russia. Since the beginning of the tests (August 2011) revealed about 45 thousand landfills have eliminated more than 70%.
The Minister noted the adoption of the most important documents in the field of ecology in 2012, such as the Principles of state policy in the field of environmental development of Russia until 2030, and the Russian State Program "Environment" 2012-2020. with funding of 336 billion rubles. These documents define the guidelines of the Ministry.
In particular, the State Duma of the second reading of the draft, aimed at economic incentives, introduction of best available technologies and the creation of safe waste management, as well as improvement of the state environmental review and the Institute for negative impact.
S.Donskoy stressed that the adoption of these bills would achieve a significant improvement in the environmental situation.
During his speech the Head of Ministry of Russia informed on the elimination of accumulated environmental damage: The implementation of the projects to clean up areas of the Arctic Zone and the Baikal natural territory. Scale "cleaning" launched in Nizhny Novgorod and Samara.
Given the need for a systematic approach to the elimination of past harm to the territory of Russia, the Ministry is currently being drafted by the appropriate federal target-oriented program.
C. Don noted that Russia has no legal basis evaluation and liquidation of damage to the environment. To resolve these issues in the Russian government introduced a bill on compensation (eliminating) the environment.
Russian Natural Resources Minister also informed the prepared legislation to ratify the Aarhus Convention (Convention for the UN Economic Commission for Europe 'on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters "), as well as the Espoo Convention (Convention on Environmental environmental impact in a transboundary context.) These documents are aimed at harmonizing Russian legislation and international law.
