This also applies to the provision of the Aarhus Convention which is subject, in its implementation or its effects, to a subsequent measure.(…)

It provides, among other things, that each Contracting Party ensures that "members of the public who meet the criteria which may be provided by national law may seek an administrative or judicial review of the acts or omissions by private persons and public authorities committed in violation of national environmental law "(Article 9, paragraph 3) does not contain, therefore, any unconditional and sufficiently precise that directly govern the legal situation of individuals.(…)
