Guidance on Public Participation under the Espoo Convention

The Espoo Convention is intended to promote international cooperation in assessing the likely impact of a proposed activity on the environment. It ensures that explicit consideration is given to environmental factors well before the final decision is taken, and that people living in areas likely to be affected by an adverse impact are told of the proposed activity. It provides an opportunity for these people to participate in relevant environmental impact assessment proceudres. This guidance aims to assist compentent authorities and the public in organizing effective public participation in environmental impact assessment in a transboundary context.
